Cost objects are the targets an allocation rule resolves against (ADR-0006) — they live here, not in Settings, because they are what rules target. Each node_id / x_use_case is tenant-scoped (no cross-tenant reference). Rule-target counts flag objects no rule targets (potential residual sources); see their attributed cost in Coverage. Structural editing (add / move org nodes, create use cases) is part of the advanced-authoring pass.
